What is UL 2849, and Why Does it Matter?
Underwriters Laboratories (UL) is an independent safety certification company that has been protecting people from products' potential hazards for over a century. The UL 2849 standard was developed to address the unique safety needs of eBikes and electrically power-assisted cycles (EPACs).
Specifically, UL 2849 covers:
1. eBikes and pedal-assisted electric cycles (pedelecs)
2. The risk of electric shock during charging and throughout the product's lifetime
3. Potential electrocution hazards
The standard does not evaluate a rider’s ability to maintain control while riding—an area of responsibility for the rider. However, it goes a long way toward ensuring the bike's electrical system is as safe as possible.
A Unified Industry for Safety
The safety certifi cation provided by UL 2849 is recognized and valued across the industry. UL Solutions is a Nationally Recognized Testing Laboratory by the Occupational Safety and Health Administration (OSHA) and is authorized to certify micro-mobility products, including eBikes, to UL 2849.
This commitment to safety is not just a concern for manufacturers and testers. Retailers, under advisement from the National Bicycle Dealers Association (NBDA), are encouraged to prompt their suppliers to certify their eBikes to UL 2849. Legal Mandate and Consumer Trust
Recently, on March 2, 2023, the New York City Council passed Initiative 663-A, requiring eBikes, among other micro-mobility devices, to be third-party certifi ed. This law, signed by Mayor Eric Adams later that month, is aimed at strengthening the fire safety of eBikes, e-scooters, and the lithium-ion batteries powering these devices. The deadline for companies to obtain certification from an accredited testing laboratory is August 29, 2023.
